The data is all in Ascii form for ease of viewing. The times in the first column correspond to the beginning of the hour average period for which the winds were calculated (i.e. first period is for 1230-1330 15/11/2001 LT). The heights are given along the top in the first row. The winds are given in terms of [zonal, meridional], values are in m/s.
In calculating the average I performed an ellipse fitting rejection criteria, the winds were then calculated via the mean of the remaining measurements providing at least 3 points were present. As you can see coverage down to 86 km was not achieved as frequent as we would have liked. The large gaps in the data correspond to periods (predominantly during the day) were the SNR was typically too low, this is mainly due to interference.
